On legality the law is so vague in Maryland however the company as indicated that it has sold the product to a variety of customers including in Maryland with no customer indication of any problem. It's not saying much, but it's not a directed or powered light source, rather just glow pin-striping on the wheels so it might be feasible. Reviews I have found everywhere are good with some minor DIY custom modifications required on average, but not out of the range of even the semi-motivated.
